2022年度は、これまでもつながりのあるベトナム環境NGO「Live&Learn」のLe Hong Oanh氏より、同団体の環境活動について寄稿いただいた。

Live & Learnは2009年に立ち上がったベトナムのNPO・NGO団体である。当団体は教育方法に関して豊富な専門知識を持ち、20を超える省にわたって、若手の団体、学校、コミュニティ及び他のステークホルダーとの広いネットワークを持っている。また、持続可能な発展、気候変動、環境・公害問題に関する教育分野におけるNGOのワーキンググループにおいて、重要な役割を果たしていることから、革新的で活動的な団体として認められている。
Live & Learnは子どもや若者へ与えた影響力が評価され、ベトナムで「Stars Impact 2016」を受賞した唯一のNGO団体である。2022年には、ハノイでの環境保護の活動が認められ、ハノイ自然資源環境局から賞状を授与された、唯一の社会団体となった。

以下はLive & Learnが実施している主なプロジェクト。

清浄な空気と青空緑都市のための集団行動

これは、若者、学校、コミュニティ、企業、行政などの地元の関係者が連携し、集団行動の「クリティカルマス」をおこすことにより、ベトナムのハノイおよび他の都市における大気汚染と健康影響に対処するためのプロジェクトである。成果は次のとおり。
（1）大気汚染や健康影響、特に、大気測定や持続可能なエネルギー、よりよい廃棄物管理、よりクリーンな輸送におけるシチズンサイエンス（市民科学）に関する能力や関心、行動が高まった。
（2）中央および省レベルで、クリーンな大気環境の政策に向けた集団行動や支援運動が増加した。その中で、100を超える若者の団体や学校が環境に配慮した行動に取り組んでおり、50を超える研究機関が大気浄化に関する研究に参加している。

「青空を求む」若手科学者コンテスト

ベトナムの大気汚染に関して調査を行ったり、関心を高めたりすることにおいて、市民科学の関わりを促進するために、2021年から、6 歳から 18 歳の学生を対象に全国規模のコンテストが開催されている。参加者は、大気汚染に関してオンラインで研修を受け、空気センサーを使用した大気質の測定、データ分析、研究の実施、結果を共有するための独自のメディアの開発を行った。2022 年のコンテストには、ハノイ、ダナン、ニャチャン、ホーチミンなど、全国の 10 都市から 250 の登録と 70 の有効なエントリーが集まった。

グリーンスクール

グリーンスクールモデルは、Live & Learn とハノイ天然資源環境局 (DONRE) およびハノイ教育訓練局 (DOET)と共同で運営されている。2021 年、このモデルはホアン キエム（Hoan Kiem）、ハイ バ チュン（Hai Ba Trung）、ドン アン（Dong Anh）、タック タート（Thach That）の 4 つの地区で試験的に実施された。116 の学校から参加があり、環境意識が向上し、少なくとも 1,000 人の教師と 43,000 人の生徒の間で 40,000 件のグリーンアクションが促進された。プラスの効果としては、特に廃棄物の発生、電力、水の消費量が減少したことがあげられる。2022 年から 2025 年の間、ハノイ市人民委員会は、市内の 30 地区でグリーンスクールを導入することを承認した。主な活動は以下の通り。(1) グリーンスクールの基準とガイドラインの作成。 (2) 学校と家庭における環境に配慮した行動に関する教師と生徒へのトレーニング。 (3) きれいな空気、持続可能なエネルギーの使用、廃棄物管理、節水、および緑地の増加に関する環境に配慮した行動の促進。これは、学生が持続可能なライフスタイルを構築することをめざした「グリーン大使大会（グリーンアンバサダー コンペティション）」と連携して行われている。

ハノイ市の発生源での生活固形廃棄物の分別計画

Live & Learnは、DONRE（ハノイ天然資源環境局）や、国内外の専門家、その他の開発団体と協力して、ハノイ市の廃棄物管理、処理、削減の問題に取り組んでいる。主な活動は：（1）法的根拠、条件、および都市内の利用可能なリソースを確認すること。（2）現地調査とデータ編集。（3）30の地区、町、衛生収集会社、多様な分野における企業や社会組織を代表する150人以上の代表者との相談業務。この計画の目標は、全 30 地区向けに詳細なガイドラインを作成することにより、2030 年までに家庭の固形廃棄物を 20%を削減することである。現在のシステムを効果的に運用し、発生源での生活固形廃棄物を分別できるインフラを見直す。

Centre of Live and Learn for Environment and Community (Live & Learn) is a Vietnamese non-profit and non-governmental organization which was founded in 2009. With rich expertise in education methods and a wide network of youth organizations, schools, communities and other stakeholders in over 20 provinces, Live & Learn has been recognized as one innovative and dynamic organization that plays a key role in NGO working groups in the fields of education for sustainability, climate change, and environmental pollution. Live & Learn was the only Vietnamese NGO winning the Stars Impact 2016 award for its impact on children and youth. In 2022, Live & Learn was the only social organization receiving the certificate of merit from The Hanoi Department of Natural Resources and Environment for efforts and contributions to Hanoi environmental protection.

Below is the information of some main projects that Live & Learn has been implementing:

Collective Action for Clean Air and Clean Air Green cities

This project is to address air pollution and its health impacts in Hanoi and other cities in Vietnam by building a “critical mass” of collective actions and networking local actors of youth, schools, communities, businesses and governments. The results include: (1) Increased capacity, awareness and actions on air pollution and health-related impacts, specifically on citizen science on air monitoring, sustainable energies, better waste management, cleaner transportation… (2) Increased collective actions and advocacy for clean air policies at central and provincial levels, in which over 100 youth groups and schools are taking green actions; over 50 research institutes and government agencies joining clean air studies and solutions.

“In search for clean air” junior scientists contest

To promote the application of citizen science in exploring and raising awareness on air pollution in Vietnam, from 2021, the contest has been held nationwide for students aged 6 – 18 years old. The participants attended online trainings about air pollution, measuring air quality using air sensors and analyzing data, conducting research and designing their own media products to share their results. The 2022 contest attracted 250 registrations and 70 valid entries from 10 cities nationwide including Hanoi, Da Nang, Nha Trang, Ho Chi Minh…

Green School

The Green School model is co-organized by Live & Learn along with Hanoi Department of Natural Resources and Environment (DONRE) and Hanoi Department of Education and Training (DOET). In 2021, the model was piloted in 4 districts: Hoan Kiem, Hai Ba Trung, Dong Anh, and Thach That and drew the participation of 116 schools, increased environmental awareness and promoted 40.000 green actions of at least 1.000 teachers and 43.000 students, resulting in positive effects, notably the decrease in waste generation, electricity and water consumption. In 2022-2025, Hanoi People’s Committee approved to implement Green School in all 30 districts in the city. Main activities are: (1) developing Green School criteria and guidelines; (2) training for teachers and students on green practices at school and at home; (3) promoting green practices regarding clean air, sustainable energy use, waste management, water saving and increasing green spaces; this is accompanied by the Green Ambassadors competition to engage students in building a sustainable lifestyle.

Plan on Domestic solid waste sorting at source in Hanoi city

Live & Learn is working with DONRE, domestic and international experts and other development organizations to tackle the problem of waste management, treatment and reduction in Hanoi city. Main activities: (1) review legal basis, conditions and available resources of the city; (2) field survey and compilation data; (3) consult with more than 150 delegates representing 30 districts, towns, sanitation collection companies, businesses in many fields and social organizations. The goal of the Plan is to reduce 20% of the total domestic solid waste by 2030, by developing detailed guidelines for all 30 districts; ensure the effective operation of the current system, and review the infrastructure to meet the requirements of DSW sorting at source.
